Dear Mr. DiMatteo:

I am returning your manuscript, because it must have been expensive to
produce, and it isn't close enough to my current interests for me to have
time to read it.  Since my interests are in artificial intelligence, I have
found it easier to make computer programs that work with symbolic mathematical
logic rather than English.

I have no suggestions about foundations, and I can't be encouraging about
one agreeing to subsidize publication.  You may be better off trying lots of
regular publishers rather than one that requires a subsidy.
